Off-site levies are charges collected by municipalities from developers to help fund the capital cost of infrastructure required to support new growth in accordance with Section 648 of the Municipal Government Act (R.S.A. 2000, Chapter M-26, as amended). Off-site levies help ensure that a fair share of the cost of new and expanded infrastructure is paid by development, supporting the principle that “growth pays for growth” and maintain service levels for existing residents.
As communities grow, new and expanded infrastructure is required to support new development. Off-site levies are collected at the time of subdivision or development and must be used for eligible growth-related infrastructure. Eligible projects may include water, wastewater and stormwater systems, roads, and certain community facilities such as recreation facilities, fire halls, police stations, and libraries.
