TOWN OF OKOTOKS
ENVIRONMENTAL PROTECTION AND ENHANCEMENT ACT
NOTICE OF APPLICATION
March 5, 2026
In accordance with the Environmental Protection and Enhancement Act (EPEA), the Town of Okotoks has applied to Alberta Environment and Protected Areas for a new (renewed) EPEA approval for its wastewater system (the “Approval”). This Approval would allow the Town to continue to operate its wastewater system in accordance with Approval requirements for up to 10 more years.
The Application explains that the Okotoks wastewater system consists of a piped wastewater collection system, a wastewater treatment plant (WWTP) located at 200, 1118 North Railway Street that treats both the collected wastewater and the septage and wastewater brought to the WWTP by truck, and a treated wastewater outfall to the Sheep River in the NW ¼ 22-020-29-W4M.
The Application further explains that the two wastewater treatment trains in the WWTP use identical biological treatment and chemical assisted clarification and filtration processes to control the amount of organics, nutrients, and ammonia in the treated wastewater. Each treatment train can treat the annual average design flow of 10,000 cubic metres per day that the WWTP is designed to treat. (In 2024 the WWTP received an annual average daily flow of 6,100 cubic metres of wastewater produced by approximately 33,400 people.)
If one treatment train is not operational, the other treatment train can still control the substances as required by the Approval when wastewater flows are within the WWTP’s hydraulic capacity. A standby generator at the WWTP provides the treatment processes with the electrical power needed to treat and disinfect the wastewater during utility power interruptions.
The WWTP uses odorous gas control systems to control the release of malodorous gases from areas of the WWTP where these gases can be produced. Biosolids (sludge) produced by the wastewater treatment process is dewatered and taken to an EPEA regulated facility for treatment and disposal.
The Application explains that Okotoks proposes that the maximum concentration of ammonia in the treated wastewater release be limited to 2 mg/L between July 1 to September 30, and 5 mg/L the rest of the year. While Okotoks does not currently use treated wastewater for irrigation, the Application requests this use option remain in the Approval.
The Application confirms that Okotoks would, as required by the Approval, continue to report to AEPA the results of the Approval required monitoring that is done to confirm substance released with the treated wastewater comply with Approval limits.
A directly affected person may provide input into certain regulatory decisions, as allowed by the Environmental Protection and Enhancement Act (section 73). Specifically, any person who is directly affected by this application may submit a written statement of concern within 30 days of the date of this notice to:

The written statement of concern should include the following information to be assured it can be considered:
- The application number 27-1028
- Describe concerns that are relevant to matters regulated by the Environmental Protection and Enhancement Act.
- Explain how the filer of the concern will be directly affected by the activities proposed in the application.
- Provide the legal land location of the land owned or used by the filer where the concerns described are believed to be applicable
- State the distance between the land owned or used by the filer and the site in the application.
- Contact information including the full name and mailing address of the filer. Please provide a telephone number and/or email address for ease of contact.
Environment and Protected Areas will review each written statement of concern, seek more information if needed, and concerns that are relevant to the application and for which the Director has delegated authority to address in the decision on the application, will be considered in the technical review of the application. The Public Notice of this application will also be posted on the Department’s website at https://avw.alberta.ca/PublicNoticesViewer.aspx.
Statements of concern submitted regarding this application are public records which are accessible by the public and the applicant. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeals Board.
