The Role

We are seeking a strategic and collaborative Finance Manager to play a key role in strengthening the organization’s long term financial health and infrastructure sustainability. Reporting to the Chief Financial Officer (CFO), this role provides professional leadership in municipal asset management and financial reporting, ensuring strong alignment between asset sustainability, financial planning, and public sector accounting standards.

The Finance Manager leads professional accounting and asset management functions and serves as a key advisor to the CFO and senior leadership team. By translating complex asset, financial, and risk information into clear, decision ready analysis, this role supports sound financial stewardship, long range infrastructure planning, and effective Council reporting.

This role is responsible for duties as such, but not limited to: 

  • Provide strategic leadership and overall management of the Business Centre, including people leadership, planning, performance accountability, and culture;
  • Lead business centre strategy, goal setting, and execution aligned with the Corporate Business Plan and service level commitments;
  • Oversee financial and operational management, including budgets, forecasts, variance analysis, business cases, service metrics, and approval of financial transactions within delegated authority;
  • Ensure compliance with financial governance, administrative guidelines, and Occupational Health & Safety requirements;
  • Lead and develop staff through recruitment, performance management, succession planning, and workforce oversight;
  • Provide leadership for the municipality’s corporate asset management framework, ensuring integration with capital budgeting, long term financial planning, risk management, and service sustainability;
  • Ensure compliance with Public Sector Accounting Standards related to tangible capital assets and capital programs;
  • Oversee financial reporting, budgeting, annual financial statements, audits, internal controls, and continuous process improvement within the assigned portfolio;
  • Support the CFO with Council ready analysis, reports, and presentations related to asset sustainability, capital planning, financial performance, and risk;
  • Act as a trusted advisor to the CFO and senior leadership on asset sustainability, capital funding strategies, budgeting, audit, and financial risk;
  • Prepare and review business cases, financial models, and scenario analyses to inform executive and Council decision making;
  • Collaborate across departments and with internal and external stakeholders to align financial and asset management practices with organizational priorities;
  • Attend Council meetings as required and lead priority initiatives and special projects.

What you Bring

A combination of education and experience that would provide the required knowledge, skills and abilities to qualify.  A typical way to qualify is equivalency of successful completion of a related University (bachelor) degree or a combination of other related education and experience in Finance, Commerce, or Accounting, plus:

  • Must hold a Chartered Professional Accountant designation (required) 
  • 8 or more years related work experience, as a Chartered Professional Accountant, representing continuous learning and career progression, including at least 4 years of direct supervision and leading a team experience. Experience in financial reporting, tax compliance audit and financial analysis in a municipal government setting preferred;
  • Proficiency in software including financial budgeting and accounting software.
  • Strong understanding of accounting principles, financial regulations, and tax laws.
  • Ability to motivate, guide, and support team members to achieve goals and foster a positive work environment.
  • Skilled in setting objectives, analyzing challenges, and making informed decisions to drive organizational success.
  • Strong interpersonal and communication skills to effectively engage with staff, shareholders, and partners.
