A Ground Sign (Electronic Messaging) in the Industrial Business Park District (IBP) with the following variances:

• Section 4.3.3.b [Size: Area] to allow a sign area of 36m² where the maximum permitted is 9m², a variance of 27m².
• Section 4.3.3.c [Miscellaneous] to allow two (2) ground signs per site where the maximum permitted is one (1) ground sign per site, a variance of one (1) ground sign.
• Section 4.1.I.1 [Electronic messaging, images and illumination] to allow messaging and image display to be dynamic and not remain static for a minimum of six (6) seconds where the requirement is that messaging and images must remain static for a minimum of six (6) seconds with a transition period of one second or less.
