Project Location
Construction will occur on South Railway Street west of the Lineham Avenue intersection.
- Stage 1: Work will occur in and around the Lineham Avenue intersection, which will be closed to through traffic.
- Stage 2: Work will shift west of the intersection, which will reopen to traffic while construction continues on South Railway Street (eastbound single lane traffic only).
Type of Work
Beginning September 28, the Lineham Avenue and South Railway Street intersection will be closed during Stage 1 while crews install a new watermain. In Stage 2, the intersection will reopen and South Railway Street will operate with one-way eastbound traffic through the construction area while sanitary sewer installation continues.
Crews will install new underground water and sanitary infrastructure to improve long-term reliability and support future growth in the area; the work includes:
- Installation of a new watermain
- Installation of a new sanitary sewer
- Replacement of sanitary sewer pipes and manholes
- Removal of asphalt, curb and gutter
- Future road reconstruction
- Preparing for 2027 construction
Schedule
Construction is expected to begin September 28 and continue until early November, weather permitting. Work hours are generally Monday to Saturday from 7 a.m. to 7 p.m.
Stage 1: Watermain Installation
Sept. 28 to Oct. 13
Crews will install a new deep watermain along South Railway Street, starting west of Lineham Avenue and progressing eastward toward the intersection.
Stage 2: Sanitary Sewer Installation
Oct. 14 to Early November
Once the watermain is complete, crews will install a new deep sanitary sewer. Work will begin near the Lineham Avenue intersection and progress west.

Traffic & Access
- Lineham Avenue at South Railway Street will be closed to through traffic.
- The westbound lane on South Railway Street west of Lineham Avenue will be closed.
- Access to properties east of Lineham Avenue will be maintained via the temporary access road.
- Access to Summit West School will be maintained from Veterans Way via South Railway Street.
- River valley pathway access will be preserved, however the sidewalk on South Railway Street will be closed at times.
Parking
- No on-street parking will be permitted within the active construction area.
Stage 2: Oct. 14 to Early November
Traffic & Access
- Lineham Avenue will reopen.
- South Railway Street will reopen to eastbound traffic.
- Westbound traffic will remain restricted through the active construction area.
- Access to nearby properties and Summit West School will be maintained from Lineham Avenue and Veterans Way.
- River valley pathway access will be preserved, however the sidewalk on South Railway Street will be closed at times.
Parking
- Temporary parking restrictions may remain in the active construction area. Please follow all posted signage.
What to Expect
Throughout construction:
- Temporary traffic controls, detours and changing traffic patterns.
- Clearly marked pedestrian routes maintained throughout construction.
- Construction equipment, crews and material stockpiles in the area.
- A designated school loading and drop-off area.
- Construction noise during working hours.
- Construction schedules may change due to weather or site conditions.
Why this Work Is Happening
This work is part of the River's Edge Infrastructure Improvements project and will upgrade underground water and sanitary infrastructure to improve capacity, reliability and support future growth in the area.
Construction is being completed in stages to maintain project progress and prepare for continued construction in 2027. The project team will maintain access to nearby properties, East Lineham and Summit West School throughout construction and plans to reopen South Railway Street to two-way traffic before winter.
