Council approves loan to advance completion of Pickleball and Tennis Centre

At the May 11 Council Meeting, Okotoks Town Council approved a municipal loan of up to $500,000 to support completion of the indoor component of the Okotoks Pickleball and Tennis Centre. The non-profit Okotoks Pickleball and Tennis Centre Society had requested a total of $1.3 million in borrowing, including $500,000 for the indoor facility and $800,000 for the outdoor courts.

The loan, provided to the Society, will help address a short-term funding gap and enable the indoor facility to open as soon as practical.

“This decision helps move the project forward so residents can start using the indoor facility sooner,” said Mayor Thorn. “By providing a repayable loan, Council is supporting timely completion while maintaining accountability for public funds.”

The indoor facility is part of a broader project, with a total estimated cost now $8.7 million, reflecting rising construction costs. Significant funding has already been secured through grants, private contributions, and community fundraising efforts.

The Town has previously committed $2.0 million for construction and $1.6 million for site servicing, including land preparation and infrastructure.

Responsible, phased approach

Council’s decision follows Administration’s recommendation to take a phased approach to additional funding requests.

Any consideration of further lending, up to $800,000 for outdoor courts, will be reviewed as part of the Town’s 2027–2031 budget deliberations later this year.

“This approach ensures all major funding decisions are considered together through the annual budget process,” said CAO Vincent. “It allows Council to balance community priorities and make informed decisions that reflect the broader financial picture.”

Loan terms and accountability

The loan will be structured with clear conditions, including:

  • Repayment over 10 annual payments with an interest rate of 0%.
  • A requirement for the Society to demonstrate its ability to repay through financial documentation.

Community benefit

Once complete, the Okotoks Pickleball and Tennis Centre will expand access to year-round recreational opportunities, supporting active living and community wellness in Okotoks.

The facility will be Town-owned and operated by the non-profit Society, consistent with the partnership model established for this project.

Next steps

The loan will proceed through the required legislative process under the Municipal Government Act, including a loan authorization bylaw and public notice period.
