Zoning Land Use Bylaw Amendment

The Town of Okotoks has recently experienced an increased interest in starting small craft breweries or microbreweries in Okotoks.  Currently, microbreweries are considered a manufacturing plant which are only allowed in areas designated (zoned) as industrial.  The Town is proposing to amend the Land Use Bylaw to allow microbreweries, distilleries and wineries in commercial districts as well.  The addition of these uses to commercial districts has the potential to contribute to the vitality of an area by fostering local employment and tourism.

This proposed amendment will make microbreweries, distilleries and wineries discretionary uses in commercial and industrial districts; any proposals will have to apply for and receive development and building permits.

Background

Microbreweries have been considered a manufacturing use, a microbrewery was approved as a Manufacturing Plant in the I1S (South Business Industrial District) in February 2016.  Begin considered a manufacturing use limits microbreweries to the industrial land use districts only.

To accommodate a potential development application, in February 2017 Council approved a Direct Control District to allow a microbrewery or distillery on what’s known as the “Landmark” site on the northeast corner of McRae Street and Clark Avenue. This development did not go forward however subsequently there has been interest in other sites.

To avoid having to responding reactively to each development proposal it is preferable to allow microbreweries, small scale distilleries and wineries on commercially designated lands in addition to those areas designated industrial.
